Job Description

The HR Regulations Management team is responsible for establishing internal HR strategies, procedures, processes, and programs covering the identification of regulations that are applicable to Cit's HR end-to-end, across the regions. The purpose is to prevent violations of law, rule, or regulation and design and deliver a risk management framework that maintains risk levels within the firm's risk appetite and protects the franchise. In addition, engages with Citi business/functional line management in recommending, developing, executing and training on business initiatives in a manner consistent with the Citi program framework covering Regulations Management for HR.

Responsibilities:

  • Support the design, development, delivery and maintenance of best-in-class Regulations Management reporting for Human Resources (HR) across the regions.
  • Providing direction and guidance on the Regulations Management program to our HR community across the regions.
  • Leading key Management reporting for HR related to Regulations Management across the regions.
  • Providing oversight and guidance over the assessment of complex issues, structures potential solutions and drives effective resolution with other stakeholders, including technology and Operational Risk Management.
  • Implementing consistent controls across the regions when new regulatory and policy changes are identified. Specifically, to define a decision tree of when to complete impact assessments, implementation plans and evidence packages.
  • Assisting in leveraging firm wide systems such as Citi Risk and Control (CRC) in line with policies and procedures to support the Regulations Management process for HR.
  • Monitoring and measuring HR risks through a robust control framework.
  • Leading the quarterly testing on controls related to regulation management covering HR across the regions, ensuring consistency and confirming that controls identified are operating effectively.
  • Working collaboratively with Citi business/functional line management in recommending, developing, executing and training on business initiatives within permissible statutory and regulatory frameworks.
  • Attend and represent HR in Regulations Management forums
  • Acts as Regulations Management SME to senior stakeholders and /or other team members within HR.
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.
  • Additional duties as assigned.

Qualifications:

  • 10+ years of relevant experience
  • Demonstrated ability to relate to and influence individuals at all levels
  • Consistently demonstrates clear and concise written and verbal communication

Education:

  • Bachelor's degree/University degree or equivalent experience
  • Master's degree preferred
