HR Data Privacy Governance Specialist, Vice President (C13)

The Human Resources organization at Citi is transforming its Data Privacy function. This position is a First Line of Defense within the HR Data Governance Function, reporting to the HR Business Information Officer.

As the HR Data Privacy Governance Specialist, you will be responsible for streamlining, organizing, and overseeing Data Privacy Protection adherence to regulations, Policies, Standards and ensuring procedures; as well as ensuring HR Data Privacy frameworks are assessed for effectiveness, measured and complied with by all functions where Data Privacy obligations apply.

Your responsibilities:

  • Support the group efforts to define the target state for Data Privacy governance and application to the foundational pillars in scope; Privacy Notices, Individual Rights, Privacy Impact Assessments (PIA), Record of Processing Activities (ROPA), Cross border Data Clearance (CBDC), and Records Management.
  • Execute the Human Resources Data Privacy Governance framework which includes management and oversight of the use of personal data by each HR business and functional unit Globally.
  • Support ongoing effort to define and standardize processes and standards across Human Resources, ensuring a coordinated approach in compliance with relevant regulations, policies, standards, and best industry practices.
  • Establish desktop procedures to ensure processes to manage compliance are well defined, communicated for change to relevant stakeholders are engaged.
  • Lead and proactively create a collaborative environment to maintain compliance and help drive business growth.
  • Ensuring adherence to jurisdictional, legal, or regulatory requirements for all Human Resources record types, as provided by Citi's Legal/Compliance guidance, while enabling business and technology innovation.
  • Evaluating emerging new Data and Privacy legislation and assessing the impact on existing Human Resources procedures and frameworks.
  • Using a risk-based approach to define a HR workforce data global governance structure, including cataloging inventory of relevant records subject to retention and legal hold obligations, outcomes management reporting, metrics, key risk indicators (KRI), and an escalation process.
  • Partnering with compliance, risk, legal, and data protection officer colleagues, as well as Business Unit Heads, to assess privacy and records-related risks and implement corrective action plans.
  • Developing executive-level communications and privacy and records disposition compliance reporting to help business units manage their regulatory obligations relative to their business area.
  • Developing a strong working relationship with the Data Privacy Office and other legal, compliance, and risk groups responsible for advising and reviewing compliance with relevant laws, regulations, and regulatory expectations.
  • Supporting and monitoring adoption of enterprise privacy standards and controls.
  • Monitoring processes to ensure they are designed with privacy in mind.
  • Educating and guiding teams on the adoption of privacy best practices, including supporting the development of a privacy training series.
  • Operating with a limited level of direct supervision, exercising independence of judgment and autonomy.


Qualifications:

  • 6-10 years of relevant experience with a particular focus in HR data privacy governance, data protection, or a related field. Bachelor's/University degree or equivalent experience
  • Bachelor's degree in Human Resources, Business Administration, Law, or a related field. Advanced degree or relevant certifications (e.g., CIPP/E, CIPM, CIPT) is a plus.
  • In-depth knowledge of global data protection laws and regulations, such as GDPR, ePrivacy Directive, and other relevant privacy frameworks.
  • Strong understanding of HR processes, systems, and data flows, with the ability to translate legal requirements into practical solutions.
  • Experience in developing and implementing data privacy governance frameworks, policies, procedures, and controls.
  • Proven track record in conducting privacy impact assessments (PIAs), data mapping exercises, and managing data subject rights requests.
  • Familiarity with HR technologies, data analytics, and emerging trends in HR data privacy.
  • Excellent analytical and problem-solving skills, with the ability to navigate complex privacy issues and provide practical recommendations.
  • Strong communication and interpersonal skills, with the ability to effectively collaborate with stakeholders at all levels of the organization.
  • Ability to work effectively within a large, matrixed organization
  • Ability to work independently, manage multiple priorities, and meet deadlines in a fast-paced environment.
